"Perfect Ladies" NGO

The "Perfect Ladies" NGO is committed to promoting HIV, AIDS and STI prevention among female vulnerable and female sex workers. Implemented projects and programs:

  • 1998 “Trust” project was established with support of the National AIDS Fund and introduced to female sex workers (FSW) who work in Ulaanbaatar city.
  • 2004-2007 “Female Sex Workers Program”, supported by National AIDS Fund;
  • 2007-2011 AIDS project, supported by Global Fund;
  • 2011-2014  Global Fund supported project on AIDS single stream funding;
  • 2015-2017 Project on remaining low prevalence of HIV and STIs through expanding the National Program on HIV and AIDS prevention, treatment, care and support interventions to the most-at-risk population in the six districts of Ulaanbaatar and nine provinces of Mongolia. These are MoH and Global Fund supported project on AIDS.   • 2018-2020 National Program on HIV and AIDS prevention, treatment, care and support interventions Sub-Recipient in Perfect ladies NGO. The lists of Sub-Sub-Recipients include:  “Chuulsan Ugs” NGO, Zamiin-Uud soum, Dornogobi province, “Khatan zamnal” NGO, Selenge province
Goal: To mitigate the HIV and STI prevalence among female sex workers and their clients through implementing HIV, AIDS and STI prevention and care programs.


Key activities:
  • Information dissemination on HIV & STIs, focusing on prevention education and risky behavior change
  • Sexual and Reproductive Health services 
  • Developing community friendly and safe environment through strengthening cooperative parties and organizing sensitivity trainings
  • Strengthening the cooperation between government and non-government organizations. Monitoring and evaluation for the program implementation implemented under the “Trust” project for the most at risk population in Ulaanbaatar, with support from the National AIDS Fund.  
Activity1: Information dissemination on HIV & STIs, prevention and risky behavior change activities:
  •  Outreach to community
  • Peer educators’ training on HIV, AIDS, STIs, sexual and reproductive health
  • Outreach activity to detect and reach hidden communities
  • Group discussions
  • Certified vocational trainings
  • Organize "Open door" event to introduce activities of the community service center
Activity 2: Sexual and Reproductive Health services
  • Providing sexual and reproductive health care service through “Perfect ladies” office
  • Conducting mobile voluntary counseling and testing
  • Private counseling
  • Proving free treatment for clients and partners of the communities  
Activity 3: Developing a community-friendly and safe environment through strengthening cooperative parties and organizing sensitivity trainings for:  
  • FSWs  to public services including health insurance, social insurance,  labor market
  • Conduct sensitization training for health care providers to key affected people in Ulaanbaatar
  • Advocacy and sensitization activities for clients of FSWs
  • Sensitization of pimps on safety and wellbeing of FSWs and to reach unreached community to access intervention programmes  
Activity 4: Strengthening the cooperation between government and non-government organizations, capacity building and monitoring and evaluation for program implementation
  • Local and non-local outreach workers, case management training (Ulaanbaatar city and provinces)
  • Internal monitoring and evaluating activities for  UB’s outreach services, providing technical support
  • Onsite visit Monitoring and Evaluation on comprehensive prevention program implementation for FSWs in Selenge and Dornogobi provinces
